The clear was probably a lacquer and the base coat was an enamel. Or the base coat wasn't fully cured. Everything I've read about using Rustoleum to paint cars says to apply thin coats. That's the real problem with it. Done properly, it looks like a lacquer paint job and way less plasticky than bc/cc.
